Westminster, MD, Thursday, March 19, 2020 – In light of the current COVID-19 related State of Emergency and resulting social distancing requirements, the Carroll County Board of Commissioners made changes to its previously planned FY2021 budget process. As the COVID-19 situation continues to evolve, future changes are expected, and all visitors should contact Carroll County Government at 410-386-2400 to confirm scheduling.

Due to Governor Hogan’s recent amended Executive Order, limiting events to no more ten people, members of the public are strongly recommended to view any commissioner proceedings via live stream. Anyone wishing to attend an Open Session or budget work session must make an appointment first by calling 410-386-2043.

Current changes include:

Tuesday, March 24^th  Recommended Budget session is postponed until Thursday, March 26^th at 9:00 a.m. The session on March 26^th will be the FY21 Budget and FY22-FY26 Operating Plan Presentation.

Agency meetings scheduled for March and April are canceled.

If no other changes occur, the commissioners will hold budget work sessions on March 31^st and April 2^nd at 9:00 a.m. and 1:00 p.m. on both days. 

Once the Proposed Budget is agreed upon by a majority of the commissioners, a Proposed Budget News Conference will be held.  The news conference is currently scheduled for Tuesday, April 28^th.

At this time, but subject to change, community meetings to review and explain the Proposed Budget are currently scheduled as follows:

The Community Meetings are followed by a Budget Public Hearing which is scheduled on Tuesday, May 12^th at 7:00 pm at the Carroll Community College, Scott Center Auditorium.

Additional Budget Work Sessions may be held by the commissioners to make any modifications to the proposed budget based on the information received during the Budget Public Hearing.  These work sessions are tentatively scheduled for Tuesday, May 19^th and Thursday, May 21^st.

The FY2021 budget adoption is planned for Tuesday, May 26^th.

These sessions will be televised on Channel 24 and streamed live on the county website.  All meetings will be held in the County Office Building, 225 N.
